Professor of Law & Economics at the Italian National School of Administration (SNA) and Adjunct Professor of Information and Communications Law at Luiss Guido Carli University in Rome, where he co-directs @LawLab, a research centre on Cyber Law. A lawyer specialised in administrative and EU law, he is currently a member of the European Economic and Social Committee (EESC) and serves on the boards of 3-i company, Fondazione Ugo Bordoni, and the European Group of Public Law (EGPL) in Athens. He previously worked at the European Commission’s Legal Service, as an Italian State Lawyer, and as Head of the Legal Department at the Italian Communications Authority. He also served as President of the Supervisory Board for the TIM (Telecom Italia Mobile) Network and of the Media and Minors Committee at the Ministry of Enterprises and Made in Italy. From 2020 to 2022, he was Executive Director of the MENA–OECD Governance Programme Training Centre and an alternate member of the Group of Independent Experts on the European Charter of Local Self-Government (Council of Europe). In 2014, he participated in the International Visitor Leadership Program (IVLP) on Data Privacy in the United States. He has written extensively on telecommunications, cybersecurity, data privacy, and new technologies.
