Acting Executive Director of International Partnerships, INCD, Israel

Shelly Korenboim Gallagher assumed the role of Acting Executive Director of International Partnerships in January 2026.
As the regional manager for North America and Latin America partnerships, Shelly is responsible for driving and managing G2G collaborations, that position Israel as a global leader in cybersecurity innovation and resilience.
Shelly leads joint initiatives, facilitates threat intelligence exchange, and engages in policy dialogue to advance shared cybersecurity goals. As Acting Executive Director, she oversees all international partnership efforts for the Directorate.
In addition, Shelly manages Israel’s cyber trust funds in international financial institutions, including the World Bank Group, the Inter‑American Development Bank, and the European Bank for Reconstruction and Development- promoting global cyber capacity building and regional resilience investments.
Prior to joining INCD, Shelly served as the Director of Trade and Regulatory Policy at the Embassy of Israel in Washington, D.C. In that role, she analyzed trends in U.S. trade policy and regulation, supported Israel’s bilateral trade relationship with the United States and addressed regulatory barriers impacting the Israeli industry.
Shelly holds a Bachelor of Arts in Government studies and Master of Arts in Homeland Security and Counter Terrorism, specializing in Cyber- Terrorism from Reichman University.
