Senior Cybersecurity Expert, The World Bank, Israel

Hagai Mei-Zahav is a Senior Cybersecurity Expert working with the World Bank’s Digital and AI Vice Presidency, where he supports governments across regions in strengthening national and sectoral cybersecurity and digital resilience. His work focuses on designing and implementing cybersecurity strategies, developing institutional and regulatory frameworks, and translating policy into practical, operational solutions. Hagai works closely with World Bank clients and partners in the Indo-Pacific regions, advising on cyber resilience, critical infrastructure protection, and capacity-building initiatives tailored to country contexts. Prior to joining the World Bank, Hagai served as Director of International Cooperation at Israel’s National Cyber Directorate (INCD). He is also a seasoned diplomat, having served as Israel’s Deputy Ambassador to Hungary and Deputy Consul-General in São Paulo, Brazil. He holds a BSc in Information Management and an MBA.
